This year, Y Canberra Region experienced a significant uplift and investment in our governance and operations, as we focused on delivering our Y Canberra Region – Toward 2030 Strategy and ensuring long-term organisational sustainability.

The Y team has experienced both a productive and challenging year, working to align our organisation with the goals of the Y’s Strategy 2030, investing in our organisational sustainability, staff, and community assets, while navigating a difficult business climate and significant reforms in the Early Years Education and Care (ECEC) sector.
For over 80 years, the Y in Canberra has grown alongside our city here in the Bush Capital. Over that time, we have contributed to our community and offered programs and services spanning from youth centres, accommodation, recreation, camps, early learning, events, and more.
We have merged with our Queanbeyan and surrounding regions to better serve our people, and are part of the YMCA’s global mission to empower young people and communities to build a just, sustainable, equitable and inclusive world where every person can thrive in body, mind and spirit.
The YMCA helps young people to better themselves, to better their communities, and to better their world. It is the oldest and one of the largest youth movements in the world.
Founded in London in 1844, the Y has grown to reach over 65 million people a year across 120+ countries. We have deep roots in communities, decades of experience enabling young people and communities to thrive, and an extensive global network.
With over 90,000 staff, 920,000 volunteers and 12,000 branches worldwide, the Y Canberra Region is part of a meaningful community. Together, we are building a better world, with and for young people.

Inspiring our youngest minds
Early Learning is different at the Y. We recognise that the first 1,000 days of a child’s life is critical, and we understand the crucial role that learning, a nurturing community and home environment play in setting a child up for success.
We create real-world environments that allow children to have true experiences. We encourage children to explore and be adaptable to their environment, and we promote community connections and sustainable practices as a core value.
The Y Canberra Region operates 5 Early Learning Centres and 11 Outside Hours School Care Programs, and we have been running children’s programs since the 1970’s.

Bush Kinder fosters a deep respect for children’s capabilities, empowering them to lead their own learning journeys.
Our preschool children participate in centre committee meetings, where they actively participate in discussions on several important topics.
We are a proud partner of the Children Services Program (CSP), funded by the ACT Government and managed by the Support Services for Children, Inclusion Division
The Three-Year-Old Initiative provides up to 500 ACT families with access to two days per week of free Early Childhood Education and Care (ECEC) in a participating service.
The Three-Year-Old Preschool Program provides ACT Government-funded access to free, high-quality preschool education for Three-year-old children enrolled at The Y Canberra Region’s Early Learning Centres.

Giving youth a seat at the table
The Y Canberra Region is part of the largest global youth movement, reaching nearly 65 million people across 120 countries on every continent.
Founded as the YMCA, the Y movement was established in Australia in 1850 and has served communities for nearly 200 years. From its early focus on youth work, clubs, physical development, leadership training, education, and welfare, the Y has continuously evolved to meet the changing needs of local communities.
The Y Canberra Region was the first Y in Australia that established a Youth Representative Group, and in the last year we have also established our Youth Parliament to ensure the voices of young people are embedded at a governance and an advocacy level.

This year our Youth Representative Group has had a refresh. With a new structure to advise on the strategic development of the Y Canberra Region.
This year the Y Canberra Region campaigned for a Youth Parliament for the ACT that will bring 25 Youth Members to the Legislative Assembly in 2026.
The Y Canberra Region is proud to have a youth representative participating in the YMCA Global Change Agent Program. Joining just eight staff across Australia, we are looking forward to seeing the impact Patrick Knight has.
Keeping active
Our Health and Wellbeing programs are focused on providing young people in the Canberra Region with a supportive environment to focus on their health in a fun, inclusive environment that provides leadership and mentoring opportunities.
The Y Canberra Region Health and Wellbeing programs focus on preventative health, inclusion and social support for children and young people in the ACT
and NSW regions.
With a particular emphasis on equitable access to play, leisure and recreation as a human right, the Y Canberra Region looks at the wellbeing of the whole mind, body and spirit.
Basketball reaches across the globe and inspires people both on and off the court, and here at the Y Canberra Region, we witness this inspiration with our RAID (Recreational Activities for Intellectual Disabilities) Basketball program, which has been a core program at our Y since 1984.
In 2025, The Y Canberra proudly celebrated 40+ years of RAID (Recreational Activities for Intellectual Disabilities) Basketball, a program that has fostered inclusion, confidence, and community since 1984.
Our Y Sailing Club has been established since 1963, 1 year before Lake Burley Griffin was filled. The Sailing Club provides members with learn to sail courses and club racing for beginners through to advanced sailors in an environment that is inclusive, fun and safe for all ages.
In 2025, we proudly hosted the inaugural Yarralumla Bay Extravaganza, marking the beginning of what promises to be a flagship community celebration. The event transformed the foreshore into a vibrant hub of activity, with local clubs, associations and organisations showcasing everything their clubs have to offer.

Each year, the Canberra Region welcomes over 160,000 students and young people to the ACT. Our Y student accommodation is a unique social enterprise, providing memorable, immersive student experiences.
Visiting Canberra is an important time and experience in young people’s lives as they learn about democracy, culture, science and the natural environment. And importantly, find their unique youth voice.
We offer two student accommodation sites – Leumeah Lodge in Gold Creek, and Bush Capital Lodge in O’Connor – that are accredited with an Exceeding Safeguarding rating through ACF, and provide the opportunity to shape young people’s experience at school camp.

In 2025, our student accommodation team proudly received a commendation across 3.5 Accommodation Awards, marking our return to the awards program after several years of absence.
The NCETP work hard to promote the Canberra region educational tourism industry as the foremost educational tourism in Australia.

Safeguarding is at the core of our Y association, and the team continuously strives to be the best when the subject is keeping children and young people safe in our programs and in the community.
Safeguarding children and young people is, at its core, a human right. It gives children and young people a voice and a say, it enables them to speak up with confidence and support.
It also provides our Y people with the skills and training to be able to support all young people in finding their voice and their place in the world.
The Y Canberra Region has a commitment to safeguarding children and vulnerable people first and foremost in all of our programs and activities. We have extensive Safeguarding Children and Young People Policy and Procedures which help us to continually embed a safe culture.

Throughout the year, our strong partnership with the National Y Safeguarding Team enabled active participation in multiple Communities of Practice and national training initiatives. These sessions served as valuable platforms for knowledge sharing, professional development, and sector alignment on best-practice safeguarding approaches.
The Y Canberra Region team have been involved in the consultation phase of the National Centre for Action on Child Sexual Abuse, launched through their Change Academy. This program aims to create training for staff regarding disclosures from children and we were honoured to be part of the development prior to its roll out.
In addition, we worked in close collaboration with our National Safeguarding Manager to undertake a comprehensive self-assessment of our current practices to further align with the National Principals for Child Safe Organisations and the ACT Child Safe Standards. This process allowed us to further align our systems and culture, reinforcing our commitment to continuous improvement
By contributing to national consultation and consistently engaging in professional communities, the Y Canberra Region continues to play a proactive role in shaping and implementing high-quality, evidence-based safeguarding practices that prioritise the safety and wellbeing of all children and young people.
This year, we prioritised sharing our deep commitment to safeguarding with our families across the Y Canberra Region. To enhance transparency and build trust, the Safeguarding Team developed a tailored presentation and actively participated in centre open nights and information sessions.
These sessions provided an opportunity to walk families through our comprehensive safeguarding framework, including robust onboarding procedures, ongoing staff training, and our commitment to being a Child Safe Organisation. We also addressed important topics such as safe recruitment practices and clear reporting pathways, in response to questions from families.
The engagement was overwhelmingly positive, fostering greater awareness and confidence in our safeguarding culture, and reinforcing the vital partnership between families and the Y in keeping children and young people safe.
As part of our ongoing commitment to strengthening child safeguarding practices, the Y Canberra Region’s Safeguarding Lead attended the 7th National Child Protection Forum in Brisbane.
This important sector-wide event brought together national leaders, keynote speakers, and specialists in child protection, trauma-informed care, and systems reform. With a strong emphasis on lived experience, the forum challenged attendees to think critically about the gaps in current systems and explore ways to drive meaningful, child-centred change.
Participating in this forum provided valuable insights into the diverse approaches to safeguarding across states and territories. It enabled us to benchmark our own practices against national trends, learn from other jurisdictions, and consider how shared challenges can be addressed through innovation, collaboration, and alignment.
Our Protective Behaviours sessions are thoughtfully designed to introduce preschool-aged children to personal safety concepts in a gentle, age-appropriate way. Using engaging activities and purposely selected content, we empower children with the foundational message that everyone has the right to feel safe and be safe at all times.
Children are guided to identify their personal “Safety Network” – trusted adults they can turn to when feeling worried, unsafe, or unsure. Sessions also explore the body’s Early Warning Signs and a broad range of emotions, helping children to understand and articulate their feelings in a supportive environment.
Aligned with Learning Frameworks and the ACT Child Safe Standards, these sessions provide an accessible and meaningful way for children to engage with important safety concepts. Each session concludes with a take-home activity or worksheet that reinforces learning and encourages continued conversations with families or within the service.
By making body safety learnings both fun and educational, we’re equipping children with the knowledge and confidence to recognise unsafe situations and seek support when needed.
The Early Childhood Education and Care (ECEC) sector is undergoing significant reform, with wide-ranging changes to laws, regulations, and national frameworks set to take effect. These reforms aim to strengthen child safety, improve service quality, and ensure greater transparency and accountability across all providers.
At the Y Canberra Region, we welcome these developments as a vital step toward ensuring that every child feels safe, is safe, and provided the opportunity to thrive. With our contribution to National Jurisdictional Forums and feedback invitationals, we are helping to create positive change and a safer world with and for children and young people.
This year marked significant progress in how we will shape our culture as part of Y Canberra Region’s Vision 2030.
The Y Canberra Region team developed its first inaugural People Strategy – The Future of Meaningful Work aligned to our Y Australian 2030 Strategic Pillars, a five-year road-map to improve the Employee Value Proposition for all staff and volunteers. In parallel, Y Canberra Region invested further in our people by applying for the Workers Retention Grant — a vital government initiative that not only supports Early Years Education and Care (ECEC) workforce stability but also recognises the invaluable contribution of our Y Early Years staff who ensure the safety and wellbeing of children in our care.
The Finance and Operations team continued to implement the Finance Improvement project recommendations from financial year 2023, including the upgrade of the Y’s financial systems, processes, and new chartered accounts. This year, Y Canberra Region also commenced a comprehensive review of our assets to ensure they are fully aligned with our Vision 2030 and strategic priorities. While it is always difficult to farewell parts of our history – such as the Yarralumla Hall – that are no longer part of our portfolio, these decisions enable us to invest more effectively in the future. By working in partnership with government, we are reshaping our programs and ensuring our assets support long-term sustainability and stronger community outcomes.
